In 2022, Vodokanal will construct a sewage collector, enabling 100% treatment of wastewater from Petrovsky Island


SUE “Vodokanal of St.Petersburg” has concluded contracts with the real estate developers of Petrovsky Island for connection to the centralized wastewater disposal system. The contracts signing enabled the final funding portfolio formation for the construction of a sewage collector, which will solve the wastewater disposal challenge and ensure 100% wastewater treatment on the island territory.

Until recently, a large area of Petrovsky Island was occupied by industrial enterprises, and a small number of nearby residential buildings were dormitories for these organizations’ employees. Historically, there was no centralized wastewater disposal system on Petrovsky Island, and wastewater from industrial sites was discharged into the water area of the Malaya Neva and Zhdanovka rivers through direct discharges.

According to the Master Plan of St. Petersburg approved in 2005, it was decided to transform the industrial zone of Petrovsky Island into residential development, and partially transfer sewage networks and untreated wastewater discharges to the economic management of SUE “Vodokanal of St. Petersburg”.

Thus, the collector along Petrovsky Island became of critical importance for eliminating the untreated wastewater discharge into the Zhdanovka and Malaya Neva rivers and wastewater disposal in residential areas of the converted territories.

The issue required funding from two sources: the St.Petersburg budget and connection fees.

In 2019, Vodokanal of St.Petersburg took a special control over the Petrovsky Island wastewater disposal challenge. From the second half of 2019 to the beginning of 2020, the Company has mastered a great scope of works – from an analysis of the connection applications received from developers to numerous meetings with the city government’ and developer companies’ representatives regarding the Petrovsky Island wastewater disposal, which resulted in decisions on the collector construction financing from different sources.

On March 20th, 2020, the Company completed at own expense the competitive procedures for the selection of a contractor for the collector design. Vodokanal arranged a meeting with developers, where a preliminary amount of payment for connecting new construction was agreed upon in accordance with the co-financing scheme, while the total amount was divided between the developers in proportion with a connected load, based on the Committee for tariffs instructions on technological connection fee. The completion of design and survey work with subsequent regulatory audit is scheduled for June 2021.

The project implementation will allow connecting new developments to the centralized wastewater disposal system, connecting direct discharges of Petrovsky Island to the Vodokanal’s centralized wastewater disposal system with subsequent 100% treatment at the Northern WWTP, and ensuring environmental safety of the Neva River delta.

Thus far Vodokanal of St.Petersburg has concluded connection contracts with developers, which finalized funding sources for the collector construction. It is planned to complete construction and installation works in 2022.


It should be noted that until the collector construction completion, the Federal Service for Supervision of Natural Resources in the North-Western Federal District Department’s decision No. 26-697-C-16/20 has established a limit (permissible annual volume) of pollutants direct discharge on Petrovsky Island for SUE “Vodokanal of St.Petersburg”. The limit currently is 2 times higher than the actual discharge of untreated wastewater into the water area.
